L'exécution d'un capitaine des marines conduit à suspecter deux frères afghans, dont l'un a réussi à entrer sur le territoire américain. Ce dernier s'avère innocent et proche de la victime, mais son frère, terroriste, prend un soldat américain en otage et exige son rapatriement afin d'être jugé pour trahison, obligeant Gibbs et Bishop à se rendre en Afghanistan.
